Jerry Sheehan, Assistant Director for Policy Development,
National Library of Medicine

Jerry Sheehan joined the National Library of Medicine as Assistant Director for Policy Development in September 2006. In this position, he is responsible for monitoring, evaluating and advising NLM officials on a broad range of science, technology, information and health policy issues that affect the Library. He also serves as a key link to a variety of communities in the public and private sectors that develop and implement such policies.

Mr. Sheehan came to NLM from the Organization for Economic Cooperation and Development (OECD) in Paris, where he served as Principal Administrator and Senior Economist in the Science & Technology Policy Division from 2000 to 2006. In this role he managed a diverse portfolio of work on international science and innovation policy and conducted research on such topics as intellectual property rights, business innovation processes, service sector innovation and government R&D policy. He was also responsible for preparation of the biennial OECD Science, Technology and Industry Outlook.

Prior to joining the OECD, Mr. Sheehan held positions as a Senior Program Officer with the Computer Science and Telecommunications Board of the National Research Council and as an Analyst in the Congressional Office of Technology Assessment. While at the National Research Council, Mr. Sheehan was the study director for two influential reports commissioned by NLM: For the Record: Protecting Electronic Health Information (1997), which served as a blueprint for the development of the HIPAA security regulations; and Networking Health: Prescriptions for the Internet (2000), which had an impact on HHS activities related to a nationwide health information network. He also contributed to studies of copyright and database protection in the digital age.

Mr. Sheehan has been actively involved in international government discussions about intellectual property rights, public access to the results of government-funded research and industry-science relationships. He holds BS (Electrical Engineering) and MS (Technology and Policy) degrees from the Massachusetts Institute of Technology.
